How schooling is organised
Singapore runs a centrally planned system with unusually detailed public documentation. Six years of primary school end in the Primary School Leaving Examination, after which students move to secondary school and then to junior colleges, polytechnics or the ITE. National examinations at secondary level — the Singapore-Cambridge O-Level and A-Level — are run jointly by MOE, the Singapore Examinations and Assessment Board and Cambridge.
The system is mid-reform. Rigid secondary streaming into Express, Normal (Academic) and Normal (Technical) is being replaced by Full Subject-Based Banding, under which students take individual subjects at different levels rather than being placed wholesale into a stream. PSLE scoring also moved from a fine-grained aggregate to wider Achievement Levels to reduce differentiation by single marks.
What the ministry publishes
MOE publishes the full syllabus document for every subject at every level, and these are exceptionally specific about required content — more so than most national curricula. SEAB publishes examination syllabuses, formats and specimen papers. The Student Learning Space is MOE's own online platform for enrolled students, while Go Where and the National Library Board's digital collections are openly accessible.
Singapore's mathematics syllabuses are worth a look even from outside the country: the "Singapore maths" approach that has been exported widely is described directly in the primary mathematics syllabus documents, which are free.
Getting the most out of it
Download the syllabus for your subject and year and use it as the definition of scope. Singapore syllabuses list content and excluded content explicitly, which makes it unusually easy to avoid revising material you will not be tested on.
Because of the Subject-Based Banding transition, confirm which level you are taking each subject at before selecting past papers — the O-Level and N-Level papers differ substantially.
